This is a Tombow glue stick called "kieiro pit".  The name "kieiro pit" comes from Japanese "pitto kieru iro" meaning "quickly disappearing color".  The blue colored glue lets you see where you are applying the glue, and the the glue dries, it becomes clear and you do not see the color.  The body and cap are made with 70% recycled plastic.

* How to Use*
1) Remove the cap
2) Twist the bottom part so that the glue stick comes out
3) After using, insert the glue stick back in the by body by twisting backwords
4) Put the cap back
